I'm kinda in the "Why?" camp. Under that filter dome is wunna those places on a tractor where you really dont need paint to protect anything. Under the heading of "Why not?" . . . Seems to me a coat of paint under the dome is something that could flake loose and get into something, whether that be due to some residual oil in the meatal that affects adhesion or, or the paint failing in the oil environment, whether from chemical or heat effects. You really don't want a gob of softened paint makin' its way into your crank and pluggin' the oil to a bearing.
It wouldn't take but a minute to mask over it, and cut your tape even to the inside of the ring where the gasket and dome rest.
