Bob's on it. There is the slightest little snap, not even as much as a snap, to putting it on or off. If it's stuck, use the little red tube on an aerosol soaker like WD-40 to get in under it. It WILL wobble loose. Afterwards, clean everything up with an aerosol electrical parts cleaner to clean up cap, rotor and inside cover to get rid of anything that might jump or distract a spark in there.
