My own impression is that neither is right, but that the second picture is more the "right" kind of blue. Problem is that one pic has the sun directly on it and the other doesn't. I'm no paint guru, but a moderate dash of black, or some other tint to make it darker, into the blue in the second picture would move it in the direction toward what I'm familiar with.
And, when it comes down to it, the blue that shows in the shade on the rear of the cultivators in the first picture is even closer, but still a little "too" blue.
This recognizing that PPG's formula for IH 2150 red has no red in in it at all. It's tinted with LARGE parts of orange and violet to make the red, with just a kiss of white and black to set the hue.
