I wanted to follow up my original post with my findings:
It was indeed the brake band within the M&W clutch housing. The right brake is still usable but the left, within the clutch housing, was full of corrosion from a rusted brake band. This must have been caused from rain from a deteriorated leather boot. I covered it using the Red Green method (duct tape) but it must have been too late. I'm planning on removing the aluminum bracket, having a shoe shop make a boot, and reinstalling with rivets and glue to seal it when it is replaced.
