Rims with 3 loops to bolt to wheel and the wheel thick at bolt holes sounds like # 8284DB wheels. Should find the # on the wheel. Used on late M to 450 and some W series tractors. If what you call a M wheel uses bolts and clamps to mount rim, that wheel was used on M, and some 6 series tractors. W 400 should have the 18 inch ones. Wheel bearings are the same.
