There are MANY posts on this subject in the archives. Main culprits for free play are: a) loose steering arm on vertical shaft b) worn key and keyway where the steering arm attaches to the vertical shaft c) worn key and keyway where steering sector (inside housing) attaches to vertical shaft d) worn or loose ball bearing at the end of the slanted steering shaft.
