I'm having a bit of trouble picturing this. If you're talking about a leak around the shaft of a hydraulic cylinder, it needs to be repacked. Depending on the type of cylinder, this may be a home project, a 'take it to a hydraulic shop' project, or impossible. It all depends on whether or not you can get the cylinder apart. There are various types of cylinders, with screw in ends, ends held in with circlips, and even welded-in ends. If you're talking about a leak from the belly pump, I can't help you, but check the archives, the subject comes up fairly regularly.
