Looks like the original lights/charge control switch for an early production Cub.
The fuse holder is for a fuse to protect lighting circuit. It takes a 20 amp glass fuse (SFE 20?).
The terminal at the bottom of the fuse holder supplies power to the light switch. It should be connected to the ammeter.
The terminal behind that (at the end of a resistor block) is for generator charge current control. If your Cub has the original generator cutout it should connect to the generator F terminal. However if the cutout has been replaced with a voltage regulator - or if the generator has been replaced with an alternator - this terminal is not used.
