with the carb apart really check out float and needle valve operation, and make sure your float isnt leaking or full of gas. i had a brand new out of the bag float with the little tab(brass) slighly bent down from handling i imagine and it drove me nuts with my carb flooding after rebuilding it. i pulled it apart 3 times and finally saw the problem and bent the tab up with a pair of needle nose and all was dandy.
