It may well be something internal in the governor, but before you go tearing into it and have to chase and find all the little balls that may fall out of the thrust bearing, make sure your linkage is adjusted up right.
Tractor off. Go around to the left front and disconnect the clevis at the front end of the rod between the carb and the governor arm. It may take a little finaglin’ to get the pin out of the clevis. Loosen up/back off the jam nut at the carb end of the clevis.
At the seat, set your speed control full forward. Back on the left front, hold the carb rod as far back as it will go. At the same time pull the governor arm it connects to back toward the rear until you just begin to feel spring pressure. Thread the clevis on the rod in the direction that allows it to mate up (i.e., you can get the pin back in). With everything at that point, reinstall the pin.
See if that improves the situation before you open up the governor. You may find it's a simple adjustment to the governor after that, one that doesn't require tearing it down.
