As Red suggests it sounds like the cutout relay isn't working right. Presuming the ammeter is functional it's easy to observe cutout operation: Simply watch the ammeter as the motor coasts down after you shut off the ignition. If the cutout's working right, the ammeter should make a brief excursion to the "-" side, then immediately snap back to 0. If it stays to the left of center after the motor stops, it's telling you the cutout did not open and that the battery's slowly discharging thru the generator. Sometimes a tapping on the cutout box will cause the relay to to open - but a better solution is to replace the cutout...
