Your seller sounds like an idiot. What's he gonna do? Drive it over to the metal re-cycler and request payment? He won't get much. You should follow him and offer 10% more. You will probably pay $220.
On the other hand, if he removes the tires and rims, sells the radiator separately, drains the fluids, and negotiates a price with the owner of the yard or his buyer, he will probably get more than twice that much and have tires he might be able to sell later.
Pricing is also contingent on the metal market and location. I just scrapped three tons of prepared cast iron for $250/ton in eastern MA. That was negotiated and not some low-ball standard offer that most schmucks accept because they don't know any better. It's all a matter of experience.
You are probably looking at 5500 lbs of metal. You will have to "size" up the tractor owner to see if he knows what he is doing. You will also need to know if he is going to do the prep and whether he can load a stripped tractor on a truck or trailer.
