put the PTO in gear and that way you can watch the belt pulley as you rock it.
check for stuck valves. chances are you have them.
most of the time, the rings will stick, if you can start it, run some marvel mystery oil in both the crank case and fuel tank.
Sometimes all is well, most of the time you will have a dead cylinder. If the tractor had any water at all in the chambers rest assured you are going to have some pitted valves and seats.
