in my opinion: with the pump jack, if it is overhauled and runs, It's worth it if you are willing to pay that. My brother restored one without any attachments for school and his research seemed to indicate they are worth less than zero to the price of the overhaul parts, unless they have an attachment--then the price goes up the rarer the attachment. If you won't regret paying that price and you won't starve or lose the house, by all means buy it. If you think it is high, then don't buy it. No matter what you pay for it, if you decide to sell it, you may never make a profit or break even. They are very a very fickle model in the price market for some reason.
