I'm thinking "go for it". I wouldn't worry too much about a small crack, as the A is not a pressure cooling system. Let me guess, it's cracked on the left side just below the carb... There should be a serial number on the block just above the magneto that, if original, matches or is close to the tractor serial number. I wouldn't worry too much about the owner being afraid to crank, either, he might be just overly cautious or know someone who got "bit".
