Start by connecting a spark tester to one of the sparkplug wires and watch it closely... when the engine begins to die, does the spark fail or continue 'til the engine coasts to a stop?
By doing this you will narrow down the problem to either gas flow or the ignition system.
As to the gas shutoff, if you are referring to the valve on the sediment bowl it can be turned "out" 'til it "backseats" (encounters resistance/you can't easily turn it any more.
