Well it certainly sounds like your float is stuck just about completely closed. When the fuel is on the level slowly rises to overflowing the carb. When you start the tractor it quickly empties and the tractor stops.
I have made a clear 1/4 inch hose with a 1/4 pipe to tube connector. The hose is around 2 feet long. Take the drain out and screw the connector into the carb. Then turn the gas on holding the open end of the hose above the carb. It will be very obvious if the gas level slowly rises high. If the float is working well it will quickly fill the carb.
these hose can also be used for checking float level settings. I use it all the time.
