You either have a bad rotor, bad cap or the rotor isn't turning. I would pull No1 sparkplug near the radiator and bring that piston to TDC on the compression stroke. Then see where the rotor is pointing. If it's not pointing to the No1 plug tower on your cap you need to pull the mag or distributor and rotate the rotor so is pointing there and then reinstall it.
