You will notice the levers are friction loaded and sometimes they need a good lubing up so they move free. They are loaded by tightening the nuts on the end of the shaft. I would un-hook the clevis till you get the levers working good. Then check the stops on the unit where the rod hooks. You mite need to adjust the clevis so the lever on the unit moves in its travel between the stops. The starter needs to be removed to get that side off at least thats the way ive done them. But getting the lever on the unit sometimes takes some playing with to get it to move free and smooth. Those are great units and work well when everything is up to snuff. I asume you have cleaned the screen and flushed and are using 30 wt oil. I have done this procedure to get them up to snuff. My B with the system works well.
