If you are still using the belly pump the belt isn't part of it. The belt runs off a gear in the trany. I don't have a working belly pump but my book calls for 30 weight oil. The amount I can't answer because I can't find my books right now sorry. As for the cylinder not getting oil to it. That depends on the way it's plumbed and the control system. If they are both plumbed to the same supply line from the pump then you have something wrong with the cylinder or it's own supply line. crack the line on the suspect cylinder and try lifting. There should be oil present. If there is then you have a cylinder problem. Others will get much more in depth with you to solve the problem. Good luck.
