It is very unlikely you will find a complete, used engine that is any better, if even as good, as what you have now. If the spark plugs are fouling because of heavy oil consumption, you might as well bite the bullet and do a full rebuild on the engine. However, I don't understand how running the choke part way out is going to help. That just doesn't make any sense to me. If the engine is NOT burning a lot of oil, I think a good general tune-up is in order first. Rebuild the carburetor, and maybe even replace the ignition coil, but not necessarily in that order. It also wouldn't hurt a thing to pull the throttle back on that tractor and make it work hard for 15 to 20 minutes.
