It sounds like the shaft that the band attaches to is still in the transmission housing. Now that you have the cover off, clamp the short arm back on this shaft (minus the cover and spring assembly) and use it to work the shaft out of the housing. The shaft rides on a thin brass bushing in a blind hole of the housing and over the years of dust and dirt accumulation can become quite difficult to pull out. It also helps to turn the shaft to have maximum looseness of the band around the drum. Once the shaft and band are off and in the vise, the pins are much easier to remove.
