You may have a carburetor problem, not a governor problem. With the engine shut down, remove the rod that connects the governor to the carburetor. Advance the speed control to about halfway, the governor will then call for full throttle. Adjust the length of the rod to the carburetor so that it slips on to the shaft that comes from the governor with the carburetor throttle butterfly held wide open. This is where the wide open engine speed is set.
