Looking at the PTO from the back of the tractor, if by two PTO shafts you mean a second one at 90 degrees to the one coming straight out the back of the tractor, then the one at 90 degrees is for a belt pulley. It sounds like the pulley is missing. Don't know about the ball hitch; maybe it was for some sort of homebrew attachment?

I like those one-armed loaders. I always thought they were really neat-looking!
