If it ran ok the last time you used it, the timing didn't change just sitting there. I think you flooded it with too much choking. If the plugs are old, get new ones in it & try again without useing the choke until it is turning over good . On a cold start the battery voltage gets too low to give a good spark as the starter has to work too hard. May need a pull start. Leave the timing alone.
