Farmall Green has a good point. It could also be a problem with the shifter rails. You can determine that by pulling the shift lever out. There is a pin that holds the lever in. Once it's out, you can see the shifter rails and move them to see if you can get it in another gear besides 5th. Also, you can try putting the PTO in gear. Then try to turn the PTO by hand with the tractor engine not running. If you can turn the PTO while it's in gear, then there is a problem with the constant mesh gears at the front of the tranny.
