I believe you are over thinking the problem. I really doesn't make any difference what all the ratios are as long as you run the input shaft at 1600 RPMs when you are at your loaded engine speed. If you do that all the tractor speeds will be correct along with the PTO and belt pulley. High idle for the H is 1815 and low idle is 450.
