The most likely place is the "anti-hunting" spring. There is an acorn nut on the top?? I think, of the governor housing. Under that nut is a "cylindrical threaded fastener with a slotted end" with a lock nut on it. The "fastener" is drilled out for a little spring about the size of one from a ball point pen. Moisture condenses in the spring and freezes, the spring cannot move, and holds the throttle open. I dry the assembly out and pack the cavity with grease, that keeps the moisture out for a while. If you only move the lock nut far enough to release the "fastener", you can use that as a mark for re-installing and adjusting the "fastener".
