That tractor is VERY close to me so best snap her up while you can. Often considered a SC for my next one. I like them a lot. There is also a guy up here who buys tractors like that and does terrible things with them. But if you want my opinion on condition, here it is...
It looks like an older repaint. Anything could be under that paint. Rusty tractors are honest tractors.
It looks like there might be a crease in the grill. Fixable.
12 volt conversion can mean it was not starting on 6v. It should. Maybe a problem with the engine and they decided the conversion was easier than fixing it...maybe not.
12 volt conversion. How is the wiring? Did they do it right or is it a bunch of cheap HI store wire strung all over. Harnesses can cost.
Battery box is gone and that can be expensive.
Rust around valve stems could mean that your rims are very thin on the inside. Leastwise every one that I have seen with that type of rust had bad rims...usually from chloride leak.
