The first picture shows the tires well. The rest make them look like the older grayish tires that most seem to have. Good tires would be a big incentive to buy. Looks like it drips from the carb too but that may be something with the pics also and no big deal. I see nothing that would make me run in the other direction. Dead battery may mean you need to buy a new one either right away or soon. If it were me I would probably hear it run, drive it around a bit, put a load on it even if it were just the brakes and if I were still smiling I would tell him my budget was $1200 but could maybe go as high as thirteen and try to settle for $1400. Trade him for the H? Get it off the side of the freeway for the parts vultures come along.
I'm not crazy about the dead battery. People who want to sell tractors as running should be sure they are. Get it running. Let it run a while. If he tries to shut it off quickly he may be worried about something.
