The PTO has its own pump to pressurize it. The hydraulics are run from the pump just behind the left step. Casting the pump bolts to looks sort of like a pentagon and has a plug on the front of it loosen plug to bleed air/prime it. The pump behind the MCV is for the steering, brakes, and trans lubrication. Probably need to change the pump on the left side or replace the o-rings where it mounts. I have had the lever to the 3pt slide side ways on the bottom shaft causing the hydraulics not to work. Pull the top link on rear look in there if the 2 levers are matched up then probably not that. you can slide it and tighten it from through that hole without draining it is tough though.
