Generator Belt on an H

I am having big time problems replacing a generator belt on an H engine. The problem is that I can't get the pully on the fan to 'loosen up', so that I can get the generator belt past it. I have no idea just how long it has been since it has been moved, but it's been YEARS. I've been spraying it with penetrating oil/lube for the last 4 days with no effect. I notice that there is a 'boss' on the movable portion of the pully...would it be possible to have someone hold the fan blade..whilst I used a hammer and a piece of 1/2" rod to 'thump' it a bit...or would I be asking for trouble ?? This is on a forklift that I use everyday, and it has been MOSTLY converted to 12V. I've had the original generator rebuilt to 12V, and have the 12V regulator already on it....just need the belt, so that I can quit putting it on the charger every night. Yup....I said FORKLIFT. Was originally a '53 I-4. I've included a link to some pics if anyone is interested.
