Had this problem with a '51 H and it turned out to be just a loose gear. There was a homemade washer between the nut and spindle gear with an oversize torched out hole in it. The washer had slid over and out from under the nut making the large gear loose. It would rise up on the tapered spline before turning the spindle. Replacing the washer and tightening the nut was all it took to get 90% of the slop out. Take the cover off of your worm gear and look at it while turning the steering shaft. It should be easy to see where the problem is (or isn't).
