We had 2 656s when I was a kid, one gear and one hydo. A little bit of rev-up (200 RPM) is normal as the engine overcomes the "slip" of the hydo (like an automatic in a car) You might want to confirm that the hydo is not actually "slipping bad". I don't know how to work on a Hydro, just drove one some when I was younger. It will never pull the same as a gear tractor.
