Bingo! to what "old" said below--or both. This is a common problem with Super C's (and maybe C's too?)
When we rebuilt our Super C a few years ago, we put on a new ring gear. A bad ring gear chews up the gear on the Bendix. But what is happening with you certainly is not unknown in the world of the Super C.
I'd start by pulling the starter and taking it to a good electrical shop and tell them to do whatever needs to be done. Put off the ring gear thing as long as possible because it requires splitting the tractor.
