Does the starter make a clashing noise or does it spin and sound like an electric drill? With the drill sound the problem is the starter drive. If it clashes it is the ring gear on the flywheel. The next time you stop the tractor engine, let it idle down and with it in gear and the brake on let the clutch out and purposely choke the engine. See if it will restart with the starter. If it does the ring gear is history. I have a tractor that I use infrequently that I stop this way each time due to the same problem you have. By doing this, it stops the engine in a different place than where it normally will coast to a stop. Once you engage the starter with the ring gear in a good spot, the engine will continue to crank. The ring gear will only be damaged in one area.
