A cut is easy to repair. If it is easily accessed and not too deep, a braze job on it would be pretty easy and certain fix. If it is a crack, then it will be more difficult.
The sleeve ring at the top of the cylinder bore is usually wide enough to prevent water leaks across the gasket into the cylinder. If the sleeve is cracked, just replace it. Fixing a sleeve is like taking a 20 dolar watch in for circuit repair. A cut in the casting of the block into a water passage is not good, but if not drastic, will not prevent the reliable operation of the engine. If the crack is drastic when the sleeve is pulled, the cylinder can still be saved with a repair (thick) sleeve installed into a bored out block, then re-machined for the liner sleeve ring. Jim
