First make sure your aux hyd valves are working freely and centered and the double single action adjustments are not turned beyond their roll pin stop, or broken roll pin possibly. If they are good, then you most likely have a plugged orfice and screen inside the regulator valve assembly. It is cover with four bolts, has heavy spring under it so take out two bolts and install two longer ones for safety, remove cover, orfice has screwdriver slotted head. Remove and clean if it is not destroyed. Cut bottom off of screen and after cleaning, just roll it back up a bit. If it is a .024 orfice I would drill it to .031 like newer ones are. Also pull regulator piston and replace o-ring and inspect parts. You will need new gasket for cover. A new orfice will cost you (maybe $40 bucks).
