IH 424 two stage clutch not working

We are using an IH 424 for mowing after it had been sitting for 4 years, the second stage of the two stage clutch is not working properly, the tractor operates similar to a tractor without a live PTO, PTO does not operate w/ clutch disengaged.I am familiar w/ the two clutch discs in this tractor, my question is will it harm the tractor to keep running it this way? Want to run it through the fall, plan to split the tractor this winter to repair.
