You can ask the same question about pretty much any tractor IH built after 1954, and the answer boils down simply to the production numbers.
Part of that was due to the fact that IH made so many rugged, reliable letter series tractors. Most of them were still running strong, and could handle the available implements. 400's and 450's were more of a status symbol than a necessity.
