Putting a kit in a carb is simple stuff. Hardest part is making sure everything is clean, clean, clean! Doing a true rebuild isn't. A true rebuild includes making sure the throttle and choke shaft bushings are within specs and replacing and reaming to fit as needed. The tools and ability to do that is what most home mechanics lack.
So if you check the throttle and choke shafts for excessive play and find little if any you can do the rebuild yourself. If not send it to someone who has the tools and know how.
On a project like your with litle or no knowledge of carbs I'll tell you to send it to someone. Your tractor is very special to you so it would be worth it. If you knew about carbs I'd tell you to take a close look at it for overall condition and maybe do it yourself.
