From your description and the remarks of the owner, it sounds like the bushings in the steering gearbox are worn. If he fixes it, they should last several years if you keep the gearbox full of oil. If he expects you to fix it (or hire the job done) it will be quite a chore, and about double that if it is power steering. Verify that it is independent PTO, which has a horizontal control lever on the right side of the seat (pushbutton on the end of the lever). It could also have a transmission driven PTO, with a different lever (no pushbutton), which you don't want. T/A lever is a long vertical lever on the left side, next to the clutch, if it doesn't work, you can safely operate without it, but it is a nice feature. Be careful, though, as the T/A freewheels, i.e. you cannot use the engine to slow you on a down hill. When going downhill, the T/A lever should be forward. In all, the 300U is a nice little tractor if it is in good shape. I would concur that you should have a mechanic or equivalent with you to check it out. If it is in good shape, the owner shouldn't mind, if it is in bad shape, you saved yourself a real headache.
