The slop in the steering is common, between the worn cam follower and the tie rod ends it can be fixed. The cam follower is almost $30 and the tie rod ends are about $8 to $10 each. The hydro lever probably needs new nylon inserts to tighten it up.
The 125 is about as good as any other Cub Cadet. The biggest issue I have is that the seat isn't nearly as comfortable as some the older and newer cubs.
If you buy it the first thing I would do is drain the transmission fluid and replace the filter. No telling how long its been in there.
