Randy , you can not tell much of anything turning that engine by hand . But feeling compression by doing that tells me you do have compression, HOWEVER you can not make a good decision about the need for a rebuild unless you do a proper compression check . You can rent a compression gauge from several of the parts suppliers . If tractor was running and no smoke ----I would not worry about weld in block , I would clean her up and work her red off !!!
