The centering is not adjustable. The jam nut is tightened to bottom out. However, no doubt the control valve is not centering. May be due to a broken washer under that nut. First thing I would check though is the steering shaft itself where it enters the bolster. It should move in and out as you turn it back and forth. You may have external shaft problems so it cannot move in and out. The knuckle is splined at bolster shaft and should be free to move on splines. That is the way it is supposed to work, they don't all do it very well. It is acceptable for the entire shaft all the way to steering wheel to move back and forth if for some reason , like worn out splines, the knuckle has been fastened solid. I have seen them pinned on or clamped tight so as to keep from replacing that shaft and knuckle. It of course costs several hundred dollars to replace. There are other issues internally but I think this is your problem. You can take that control valve from underneath to repair it if necessary.

Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
