Hi Cathy, my brother has a 3230 and last spring it was doing the same thing. When key was turned to start the solenoid would click but starter would not turn. He checked the safety switch on the clutch, battery voltage, all OK. He then discovered if you jump the starter to the hot lead on the starter, the tractor would start. BEFORE Attempting to jump the starter make sure tractor is in NEUTRAL and PARKING BRAKE ON.
He took it to the starter shop and they replaced the solenoid. Hope you have Delco Remy starter and not Lucas starter, as Lucas parts are more difficult to find.
