There are 2 things that can cause this. The engine may have leaked oil onto the clutch plates, and the oil may cause the plates to stick to each other. One of my f20 did this and it would keep going after pushing in the clutch until I used the brake. I took the clutch apart and cleaned the disk and pressure plate, and it was fine. The other problem may be the pilot bearing in the flywheel. If this is dry, it can grip the transmission input shaft and cause the problem you describe. The clutch comes apart easily in these tractors, after removing the coupling and both yokes.
