Change the oil first with some straight 30 weight oil and run it, then make some decisions. Lord knows what is in the crankcase now.
After that, there is a plate on the bottom of the oil pump that has a tendency to warp and leak some of your oil delivery. This can be removed and lapped flat, new gasket, and reassembled.
You could also just have a tired engine.
Pull the IHC gauge off and install a pressure gauge that goes up to 60 or 80 psi and see what value you truely have. If you are just gonna drive it around, you don't need much oil pressure. If it will be a working tractor, you might need some work done.
