That is a dual fuel manifold, and if intack, is actually a rare bird and worth a bit of money. Yes, the butterfly is supposed to move, and I have freed up a couple over the years, but you have to be patient and careful, otherwise you will break the manifold.
As others have said, leaving the butterfly where it is does no harm. If you have no use for the manifold, I am willing to bet that someone on this board would trade a regular gasoline manifold for it, or better yet, pay you enough money to get a brand new one AND a few $$$ left over for gaskets and paint, and a 6 pack of your favorite beverage.
