7MPH is top speed with a Cub.
You won't have enough power to climb hills in 3rd, and bigger tires will only make it worse.
Plus, 7MPH on a Cub is a little scary. Compared to a full size tractor, you sit close to the ground so it feels like you're going about 50MPH. However, you're still sitting up high on a narrow tractor so it feels a bit unstable at full speed.
